No indications of any connection with anyone who is affiliated with Balck Water ( who are legitamate security peopel).
This group is new (not just in incorporating but people as well). They are a bunch of shady southern California folks who may have PI licenses ( stress may). Their web site is childish. It uses scenes from video games such as halo and desert storm to make you think this is what you are going to be doing. Read their expertise ——tracking spouses, back ground checks? puhleeze. These guys are shady as all get out.
The alleged “proof” that Xe is running this circus in Montana:

I run the “U.S. Training Center” for making Swiss cheese omlettes in my kitchen every Sunday morning.
But I am not a “front” for “Blackwater” (aka Xe).

FYI - you can use Firefox browser's Resurrect plug-in to pull up the pages when the APF site is down.
There's speculation in the comment section on the news story you linked to but nothing in the article supports your contention either.
In reality, it looks more like a scam built around a misleading website rather than anything Blackwater would do.
My BS meter is spinning. APF president Michael Hilton is a scam artist extraordinaire.

American Police Force isn’t a front for Blackwater, it’s a front for a con man. My guess is that he just dragged Blackwater (now named Xe) into this mess by falsely claiming to use the U.S. Training Center. A spokesperson for Xe says there is no connection between them and American Police Force.
