I worked as a paramedic in The Bay Area back in the seventies. The abuse of the system (Medical) was beyond belief back then. A drunk young turd with a runny nose or a cough that you and I would take care of with an aspirin and maybe an over the counter remedy got an ambulance ride to the local ER. We couldn't refuse them. The wave of the future I guess.

Don’t they prosecute people that make non-emergency 911 calls (like for takeout order mishaps)? If so, I would think prosecuting someone for calling an ambulance with just a runny nose would be the exact same thing. Misuse of emergency resources for frivolous reasons should bear a heavy penalty. And the EMT workers should be able to make that call too.
