Prior to the Patriot Act you could get a warrant to wire tap a specific phone or line only. Now you can get a warrant to wire tap a person.
With disposable cell phones being readily available, this is the only way to listen in on terrorists over time.
I am concerned that this power is now in the hands of America-hating idiots, but it was sorely needed post 9/11.

It seems that a warrant to tap conversations of a person should extend to any phone the person uses under current 4th Amendment analysis anyway. The SCOTUS used to look at places but now the expectation of privacy of the individual is the question. If probable cause to listen in on the person exists, then the actual phone used would not really matter. Legislation clearing that up is fine with me since it is consistent with Constitutional protections anyways.
