I don't think it is because in the Special Olympics, everyone is a winner. It's more like Biggest Loser.

NObody does! It’s insane ... the murder capital of the US .. billions in debt .... rotting infrastructure. The place will be torn up for 5 yrs, from stem to stern, just to make it pretty for 2 wks, and afterward, the huge bills for tax increases will spring forth for the residents like sprouting spring flowers.
