If they don't even bother checking GENDER of the fugitive, I feel sorry about those who have gender nuetral names who could be slapped with any fine or fee from the government because they think you're someone else. Stronger identification laws would help this. So would stronger requirements of proving someone is someone to be penalized or rewarded.
