East Cleveland is a basket case of a city. I honestly don't know how they can remain a city, except for the fact that none of their neighbors would want to absorb them. The former mayor is doing ten years in Club Fed for receiving bribes. His son was just convicted for the murder of his own mother, and the city hasn't had a balanced budget in thirty years. This is the epitome of urban blight.
