The claim appears to trace back to an August 17, 2008 WND article that said "According to Indonesian legal experts, it was difficult to enroll non-Indonesian citizens in public schooling." Naturally, the "Indonesian legal experts" are anonymous and unsourced, and are given only that passing reference midway through the article. I don't think anyone has since gotten an actual identifiable source or named legal expert to verify the claim.
Also, notice that WND's original claim was only that it was "difficult" to enroll. Somewhere along the way, that got exaggerated into "impossible."
