It's us, the American people, that are not to be allowed to read the bills.
Now that wouldn't be so bad, IF the Congressman would read them before they vote on them. But we know they don't, and in many cases can't, because the bills are too long. Congressmen would spend their entire day just reading bills. Can't have that, they have to write them too, plus there is golf to play, lobbyists to shake down, and so on.
In reality the CongressCritters neither read nor write the bills. Their staffs do that for them, and they get "executive summaries", just the sort of thing that the 'Rats want to post, under the term "Conceptual Language".
I say that because until quite recently we had no opportunity to read bills before they were passed. They weren't printed up in the newspapers, nor read aloud on TV. Only with the advent of the internet, did it become possible.
But in those bygone days, bills were generally shorter, and the Congressmen who we hired did read them, and write them too, on occasion at least.

And of course, they don’t want phonecalls, emails, faxes from the people
that they “serve” if they should uncover disconcerting passages in the
text of a bill.
Or the “rabble” that pays their salary gets riled up by
“those meddling kids” like Rush or Glenn Beck.
That’s how you get peons actually talking back at town halls!!!
Be an absolte shame if they actually focused on doing their jobs...
Most of us get fired for less...
I’m of the opinion that a lot of them need to learn a new word...
It’s called “unemployment”...
