Obama is first and foremost a social engineer. His decisions are not based on facts and circumstances but are based on his socialistic or neo-communistic ideology.
Never put either of the first two words into proximity with the third. Obama is the antithesis of an engineer and will never qualify for that title. "Social engineer" is an oxymoron and as such is a term devoid of meaning. Such lose usage insults engineers from the present day all the way back to the Roman engineers who built Rome into the worlds first Superpower.
