If you are involved with an armed robbery and someone is killed you can be found guilty of murder on the same charge as the shooter even if you never saw the gun.
This guy was just as involved as if he was there and watched or helped the pedophile commit the assault.
I certainly understand the concept. But in this case, I don’t think we can call him a pedophile. He didn’t do the act, rather, he was told about it and didn’t report it. We can call him a sub-human, lowlife, worthless, scumbag, POS who has no business in government or around children, but I don’t think pedophile fits.
