Actually, it appears ACORN was preparing the tax returns so the filers could take them to someone, like H&R Block, to get them filed. The E-Filer just verifies the return. By doing it this way, the E-Filer can make money,without being th “Paid Preparer”, knowing full well the return is just a rubber stamp with different SSNs.
