I don’t know how they are getting in, either, unless they have border crossing cards.

They are US Citizens and Legal Permanent Residents!

Millions of residents of border towns such as Tijuana, El Paso, etc. have border crossing cards that allow them to enter the U.S. every day to work. If they are students, for instance students whose parents pay tuition for them to attend a private or parochial school in the U.S., they can obtain border crossing cards.

I pointed out, the kids in this story could be anchor babies. If they are children, they can only be legal permanent residents if their parents are. In which case, why are they living in Cd. Acuna? Regardless of their legal status, if they are not residing in the school district, they are not eligible to attend school in Del Rio.
