CJCS can execute deployment orders to units after he receives authorization from the Secretary of Defense. The Secretary of Defense works for the President in the Executive Branch and is the same as the President himself who ordered the deployment.

The orders nonetheless come from the cjcs. Additionally, this war was long ago authorized by Congress, and both the SecDef and cjcs have been approved by Congress. All actions in it come under that authority at this point. It has not been rescinded.

This officer is backing out of this legal argument, because she knows it’s a losing argument in terms of obedience to a lawful order.
