Well it appears to me that the Striped Bass eating the Delta Smelt are the problem so we must poison the Striped Bass and there will plenty of Delta Smelt. Are Smelt the Shiners we used for bait to catch Small Mouth Bass in the canals of western Fresno county in the 30s and 40s???

The only smelt I’m familiar with is those that you cast nets for in the surf.

I used anchovy pieces when fishing for Striped Bass on Hwy 12 at Rio Vista when we lived in Vacaville in the 50s & 60s.
