Exactly right on all counts. We are not getting the full story.
What I do know is that posting bills like those on public property is expressly against the law in Houston. It is true that it is intermittently enforced, but the law is enforced on occasions.
It also sounds like he was not just taping the posters up, but using some sort of glue to post them so that they would be permanently attached...most people looking for their lost pets don't use glue to attach their signs.

Did the HPD ever charge the famous California artist who put up the bigoted “KING OF BEERS - KING OF JEWS” billboard pasteup in Houston?
It was boasted of online but the media pretended they didn’t know the culprit who just happened to have an art show at The Station just up the street.
