Just have tens of thousands of hungry people net them all and eat them. Since the water isn't being used to grow food, people have to eat something...
Like I said, the Delta Smelt isn't native to Calistan and neither are Northern Pike. A dozen big pike and a few 40 inch Muskies and there won't be any more minnows or smelt... or trout...or salmon... nothing. SEE WHAT I MEAN!
