White House Is Prepared to Set First National Limits on Greenhouse Gases

The Obama administration on Tuesday formally proposed new fuel efficiency standards for cars and trucks, a move that signals the first federal limits on greenhouse-gas pollution. In May, President Obama announced in a Rose Garden ceremony that cars would be held to a higher environmental standard. On Tuesday, officials filled in the details, linking fuel economy to emissions from vehicles.

The net effect would be to require manufacturers to ratchet up fuel economy 5 percent per year. In 2016, new cars and trucks would have to achieve an average rating of 35.5 miles per gallon. Cars currently must average 27.5 miles per gallon; light trucks must average 23.1 miles per gallon....Obama cited the proposed rules as a sign that his administration can find common ground between environmental groups and industry...

Tuesday's announcement marks progress on one piece of the Obama administration's agenda for fighting climate change. While the administration is simultaneously pressing for a bill to cap U.S. greenhouse-gas emissions and for a global climate pact, it is encountering resistance to those efforts both at home and abroad. On Tuesday, Senate Majority Leader Harry M. Reid (D-Nev.) said the Senate may not act on climate legislation until next year.

The proposal announced Tuesday was spurred by a Supreme Court ruling in 2007 that the Environmental Protection Agency has the power to regulate greenhouse gases from tailpipes...

Among the changes proposed is that average fuel-economy ratings of 35.5 miles per gallon would have to be achieved four years sooner than current law calls for. Manufacturers alternately could meet a requirement that their vehicles on average emit no more than 250 grams of carbon dioxide per mile. With current technology, the measures are essentially equivalent...

Squeeze play aimed at uncommitted congressmen and senators who are sitting on their hands over the cap’n trade bill; EPA has promised to defer to legislative designed to move forward a plan to take us back to the dark ages.

Otherwise, it’s back to shoveling horse manure for every single one of us.

Never again shall we have dew-tipped mornings....

As everybody knows, water vapor is by FAR the most important greenhouse gas, having some 30 to 100 times the effect of carbon dioxide, so any significant control of greenhouse gas MUST include water vapor.

Or, maybe not EVERYBODY knows that.

Too bad that Resident (Pres_ent) Barack Hussein Obama, Jr., or Barry Soetoro, or Mr Michelle Robinson, or Sock-Puppet, is not among the knowledgeable.

Another way to read this is to imagine a quick trip to the grocery store only to be told by some dumb robocharger that disconnecting the plug is disabled while your neighbor is blending margaritas and vacuuming the house.

What happens is that we get more barely-truck vehicles. Did you know that both the Chevy HHR and the Chrysler PT Cruiser are trucks for the purpose of fuel economy fleet classification.

Maybe that won't be so hard if the mileage determining test excludes battery charge and counts the Chevy Volt at 250 miles per gallon (and I've heard, the Nissan Leaf at over 300). One Volt bought by the Post Office, and GM can sell a couple of dozen regular cars. The Volt will bring up the average.

Notice in paragraph 7 of the article about the SCOTUS 2007 decision and EPA enforcing the SCOTUS decision.

Now this is about the mobile sources and some of big conflicts will be about the stationary sources.

Hydrocarbon refrigerants work nicely. They pose a fire hazard in the event of a breach or leak, however.
