In preparing his assessment of the Afghan command, McChrystal found an American military culture that showed a great concern for troops protection sometimes at the expense of their relations with Afghan civilians.
To change those relations, McChrystal wants American forces to think twice about basic conduct - for instance no longer pointing their guns at people when they pass in convoy or blocking narrow roads with their convoys, while relegating Afghans to the ditches.
To deal with the most contentious aspect of those shaky relations, McChrystal has already committed to try to reduce civilian casualties by issuing new orders that restrict when troops should call in bombing strikes.

two sources, one ISAF, and then the same Pentagon spokesman at end say help did arrive.
But in the middle of article it says it is still under investigation.
And here is the earlier Sep 9 article from McClatchey reporter directly at Ganjgal, Afghanistan. A total of 13 men were killed: 4 Marines, 8 Afghan troops, and their interpreter.

Excuse me while I inject my opinion into this discussion. It is my opinion that you are a dou-he bag of the highest order.
But how can the Pentagon even allow these new ROE?
Well I guess this is the answer....
Just about every military member that I have spoken to recently has said the same thing. That the high ranking officers are just like our politically correct politicians. All they care about is falling in line to get promoted.
