Armitage and Arastor certainly implied it, not to mention Lew Rockwell, who was still around. I don't know about Armitage and Arastor but they are not libertarians. That WAS your point, wasn't it? Rockwell was a zealous promoter of issuing a letter of marque and reprisal from the beginning.
