Not really, there’s nothing in the Constitution which prohibits term limits.

At the state level no - 10th amendment. At the federal level yes. It's not an enumerated power.

Installing term limits at a state level probably wouldn’t work. It would reduce the power of the states that passed it. Thereby increasing the power of the states least likely to pass such a law.
