I simply cannot believe that there is a person in this universe that:

a) Held a meeting about a training exercise in the Potomac on 9/11 close to where the POTUS was going to be speaking.

and

b) Came to the conclusion that this was a great idea and approved it.

I’ve seen some stupid things in my life but this has to be at the top of the list.

Indeed. Let's say it was a training exercise with the principal in the area. Unless every swinging Richard knew of the exercise, they ran the risk of someone not in the know taking it seriously and let's say lets loose with a stinger at the simulated "target." Shot goes wild and takes out the principal. Why would you possibly risk that?

OTOH, Dick is clued in and stands down when the real bad guys just happen to choose that day to make their play. Whoops.
