Yes, absolutely. Note that this discussion has been going on for some time. Did the Brits say “in recent years” regarding discussions with the WH? Also note that Bush and Cheney didn’t allow it to happen. If the Brits brought it up with the Bush WH, Cheney put the ixnay on it.
