I would think the ultra wealthy would band together, hier some organization like Executive Decision and Blackwater to build a small army and take over some little backwater country, then set up their own gov’t with their own rules (like no income/wealth taxes).
Then they wound’t have to worry about the IRS.
Sounds like some Action Movie plot, but it could work.

They would have to do some heavy buying off or blackmailing of politicos here to keep from being bombed or even nuked for some phony excuse of being a rouge (tax free) state.
