Throwing a punch is not mayhem. Biting off the puncher’s body parts is. Mayhem is a much, much more serious crime. If you’re punched, you can punch back, but escalating your response to this degree is actionable.

The victim isn’t pursuing this.
If by punching somone in the nose who is screaming in your face, constitutes assault...It’s simple assault.
Walking up and screaming at someones face to scare and intimidate them, and then mutilate them in the following psyical confrontation is a whole big different level of assault, battery, and maiming.

Today he was hilarious.
Actualy, the POTUS *can* introduce a bill, but it’s a rarely used and stilted progress. It gets turned over to a specific member or vhair, (can’t remember who offhand) at that member introduced it into the legislative process. it’s not like he sends it to Congress for a straight up or down vote.
It was a disappointment. They had the 911 call of the person who found the bitten off finger, who wanted to find out what hospital to take it to. And they also had some videocam phone “footage” of the Biter, walking away from the scene of the crime...way grainy, and only of his back. Cavuto ran some of the interview with the bitee from yesterday, but in all there really wan’t anything significantly “new” being reported. I am chagrined. You didn’t really miss anything.

The perp crossed the street to where the victim was standing. He yelled at him and “got into the victim’s face”. The perp took the initiative and was rather aggressive.
The victim did hit the perp first and twice. So, instead of a.) hitting back (not good) or b.) going back to where he came from. So, for that, the victim lost a body part.
Consider this, how long does a punch in the nose last? How long does a punch in the face last? How long does a lost body part remain lost?
The perp is culpable morally.

The victim admitted he punched the biter twice. Second time in the mouth.
So the vic placed his fist in the biters mouth. The bite may have been simply a reflexive action.
As far as I’m concerned the vic took his chances, and lost.
The victim is getting lots of face time, wrongly IMHO.
Don’t get me wrong, I am smiling at the thought of the victim punching out the guy. Just don’t think he should be portrayed as an innocent victim.

They may consider it out of line if the victim threw a punch and the bad guy cut his head off. At least they've seen that.

Not innocent, but certainly much less guilty. And as far as biting a finger, even a pinky off, being a “reflex action” ui ask you “Wha?...Do you have sharks teeth?”
I’m not asking you to bite your pinky off, but wash your hands, stick a pinky in your mouth anf bite down, and see how much force you must use before it gets painful. I am sorry, I can’t believe that one could iuse that much force “reflexivly” without being tased at the time, or having a power drill being used to give you a second belly button.
No, I come to the conclusion that it was a conious decision, to use the amount of force. Yes, the finger was in his mouth, and he chose to bite it off.
Another question arises. Most people when they thrtow a punch, ball their hands up, and on completion of the punch, retract their hand/arm...They don’t just leave it stuck out in the air...The most logical conclusion to draw, that would have kept the fist in the biters face, was that they were in the clinches, and the punchers finger was an easy targetmashed up against the biters mouth.

The finger biter broke the law first by committing assault. That's usually a good legal defense for self-defense.
I thought the guy with the missing finger said that he threw the first punch.
Do you know what assault is? The finger biter got in the other guy’s face, yelling at him and intimidating him.
