It would not be particularly hard to Photoshop that halo. Just use the magnetic lasso to isolate the head and upper body, then select inverse and use the rendering filter to create a lens flare or spotlight effect. There are several other ways I can think of, and I’m not even an expert, just someone who uses Photoshop for my eBay sales.

It's not a photoshop job. You can see his hairs (all along the event horizon created by his squash) are catching the light.
I live and breath Photoshop, this may HAVE been ... accentuated ... (I'd use layers > screen 40% opacity, deleting all but the halo - perhaps a little dodging), but I'd bet anything that light was there to begin with.
It's a simple external light source mounted on a poll.
You simply can't see the poll from this angle, I light people every week this same way.
Also, most likely the staff photog is using a flash mounted atop his hot shoe, that explains why his face is lit on the viewers side.
I'm not one for discounting conspiracies, surely the Marxist in Chief is guilty of much, this just isn't one and we reduce our punch when we chase rabbits down holes.
