The article appears to be an advocacy of good government only in the sense that the author advoctates a particular religion, and associates bad government with non-adherance to that religion.

Certain religions DO tend to produce better or worse governments than others.

Show us one good government that has been established by islam or atheism.

If you really knew your history you would know that of all the religions, any government founded on the Judeo-Christian worldview is far more likely to produce a good government that operates by "consent of the governed". Or rather any government which operates by "consent of the governed" is only likely to work with a Judeo-Christian worldview.

The author isn't advocating a "worldview", but adherance to particular religious beliefs and doctrines - participation in and recognition of the authority of the church. An atheist can have a generic christian "worldview", but that's not what the author is saying we need.

Historically Western Judeo-Christian cultures have produced (eventually) superior forms of government. That's not a carte blance for anyone of Judeo-Christian faith to start claiming that the specific doctrines of their faith have to be codified into law in order to have a government that's consistent with that "worldview".

TL can’t point to even one ‘good’ atheistic government since there are nor ever have been any. We could however, point to at least two brutally murderous atheistic totalitarian regimes controlled by those ‘simmering’ with ‘resentment.” Resentment of course, is envy.
