What Is "Shovel-ready"?

Someone made an interesting point about "Shevel-ready" in Massachusetts: "In Massachusetts, "Shovel-ready" may refer to dead motorists" (http://www.freerepublic.com/focus/bloggers/2330631/posts?page=1).

Could it be that Shovel-Ready means burying the dead from swine flu?

Just a morbid thought because we have not seen ANY of the so called Shovel-Ready projects Obama and Biden boasted about.

Some Freeper said that Michael Jackson was a shovel-ready project, lol but that’s the only one I know of.

Well, in the case of roads, shovel-ready means plunking new macadam down on any unblemished and pristine length of highway.

The converse: Not-shovel-ready means any length of highway that has potholes, cracks, deterioration and in need of desperate repair.

Ugh.. you folks can be pretty bad at times!

I guess I get to be the first serious answer - shovel-ready means that it is a project that is ready to begin, only lacking the funding.

An example - say a state were looking at building a bypass around a city. This takes lots of time, with property studies, environmental impact studies, hearings, etc. That would not qualify as “shovel-ready” unless all of that pre-work were done, and the project was ready to begin.

Re-paving of existing streets/highways would almost always qualify as “shovel-ready” because all that is lacking is the funding to sign a contract. No new permits/hearings/studies/etc. are generally necessary.

A school district that has already had plans drawn up for a new building, on property they already own, but are just looking for funding methods would likely qualify.

“shovel ready” means just take throw money at useless projects instead of building dams, nuclear plants, natural gas pipelines, etc that will make a difference to the entire economy.
