Even as he fends off accusations about his own failure to pay taxes and fully disclose his financial dealings, Rep. Charles Rangel had quietly slipped into the health-care bill broad new provisions cracking down on taxpayers in proceedings with the IRS, The Post has learned.
The changes approved by the House Ways and Means Committee that Rangel chairs would strip away legal defenses and pile higher penalties on corporate and individual taxpayers facing IRS proceedings for what they claim are unintentional mistakes, experts said.
Rangels bill would:
* Punish those who fail to alert the IRS to potentially questionable tax exemptions.
* Bar the IRS from waiving penalties against taxpayers who clearly erred in good faith.
* Double fines in certain circumstances.
The bill raises penalties and eliminates many of the reasonable defenses that taxpayers have always been able to use when honest mistakes are uncovered, one lawyer told The Post.
In fact, the bill increases fines in some cases even for honest mistakes, the expert added.
Rep. Charles Rangel failed to report as much as $1.3 million in outside income including up to $1 million for a Harlem building sale on financial-disclosure forms he filed between 2002 and 2006, according to newly amended records.
The documents also show the embattled chairman of the Ways and Means Committee who is being probed by the House Ethics Committee failed to reveal a staggering $3 million in various business transactions over the same period.
This week, Rangel filed drastically revised financial-disclosure forms reflecting new, higher amounts of outside income and numerous additional business deals that had not been reported when the reports were originally filed.
In 2004, for instance, Rangel reported earning between $4,000 and $10,000 in outside earnings on top of his $158,100 congressional salary.
But the amended filings show that after the sale of a property on West 132nd Street, his outside income that year was somewhere between $118,000 and $1.04 million.

Well, ol' Charlie has an angle here ~ DRAG 'EM THROUGH TAX COURT. Turn their disputes over medical bills (and haven't we all been involved in that) into a story you can tell the sympathetic folks at IRS.
Yup, Charlie's on the right track ~ there being no other way I can figure out for a large federal healthcare agency to handle nonpayers outside of the regular courts ~ but he's MAD, totally freaking MAD!!!!
No Charlie, we don't take our hangnails and proctological exams to the IRS for ajudication ~
The states are much better prepared to handle small dollar value financial disputes than are the federal courts.
