It was certainly present when I was stationed there in the mid 70’s.
We were stationed there 1968-71. We loved it, but our children were very young and we lived in Japanese neighborhoods. One son started kindergarten shortly after we arrived and the other son was born there. We never had any problems, but I was aware of families with older children that couldn’t wait to leave because of violence against their teenagers. At least one family sent a child back to the mainland to live with relatives until their tour of duty was finished. We returned for a visit 16 yrs later and went to a beach on the Waianae coast that we frequented when we lived there. The place was trashed and I couldn’t wait to get out of there because of the threatening atmosphere.
