A small, scruffy, unincorporated area largely surrounded by the city of Antioch is home to more than 100 sex offenders. It's also where Phillip Garrido allegedly held Jaycee Lee Dugard for 18 years.
Dawn Cordy always knew her neighborhood was an easy place to hide -- a semi-rural San Francisco suburb where housing is cheap, sheriff's cruisers rarely appear, residents don't snoop and registered sex offenders have found a refuge.
It's a small, scruffy, unincorporated island largely surrounded by the hard-knock city of Antioch, a region synonymous with the foreclosure crisis in the Bay Area but now linked to yet another outrage.
This is where Phillip Garrido, who was charged last week with rape and kidnapping, allegedly held Jaycee Lee Dugard for 18 years and fathered her two children in a warren of tents and soundproofed outbuildings behind his gray cinder-block house on Walnut Avenue.
Garrido's and Cordy's 94509 ZIP Code is home to more than 100 registered sex offenders, according to the Megan's Law website, and officials say the region has a higher concentration of offenders than other areas.
At least four sex offenders, including Garrido, live within easy walking distance of Cordy's house; they move to the area "because they can," said Cordy, 52. "We're mostly an older bunch, and we don't pay that much attention. This is Boonieville."
Besides, she said of her unwelcome neighbors: "Honey, I collect knives. I wouldn't mind doing them harm."
On Sunday, Dugard remained secluded with her mother, daughters and half-sister in Northern California, where her stepfather said the family is working with counselors to overcome the last 18 years.

Either kill them or lock them up for life without parole, but once they’ve done their time leave them alone, besides regular parole/probation visits.
Killing them is a good answer. Anyone having sex with a child 11 or under should be put to death. The rest of the pervs can stay with the laws on the books...

Garrido was wearing a tracking ankle bracelet and being visited periodically. He was always right where he was supposed to be, at home . . . with his victims.
Seriously, this case warrants a major investigation of the sorry excuses for law enforcement authorities who were involved with this man in any way over the past 18 years. Start with the Sheriff’s office that got call from a neighbor 3 years ago, saying she’d seen and heard a young woman and children living in tents and sheds in Garrido backyard. So the department sent over an officer, apparently without letting him know the resident was a registered sex offender, and the officer talked to Garrido in his *front yard* and left, concluding there was no criminal activity going on — end of investigation.
And every single officer who ever participated in one of the periodic inspections of Garrido’s home *because* he was a sex offender, needs to be hauled in for questioning. Garrido’s past conviction was for kidnapping, imprisoning, and sexually assaulting a woman, who was found locked in a makeshift “sex palace” in a warehouse that Garrido had set up to keep his victim(s). How does a law enforcement officer conduct an inspection of the home of a registered sex offender with this sort of history, and not insist on searching the strange array of tents and sheds in the backyard?
A “sex offender team” should be part of every police department. Many sex offenders are sociopaths and highly manipulative. Trained police officers on a team will have a better chance of seeing through the lies and manipulations of these monsters.
Easy, KILL THEM.
And the cops are apparently criminally incompetent too...
Not to mention they had description of the car involved in the kidnapping and of Garrido’s wife. Yet, they were still unable to crack this case. It’s astounding in its ineptitude.
I'm trying to fathom how the parole board could be using any other sort of "team" to conduct periodic inspections of the homes of registered sex offenders. My leading suspicion at the moment is that it wasn't training that the "inspectors" lacked, but integrity and will. Just like the Florida CPS staffer who was supposed to be making foster home visits to check on little Rilya Wilson, and regularly submitted paperwork showing she'd made those visits and that the little girl was fine -- only in reality, she hadn't actually visited the home at all. There needs to be a stronger motivator than just potential job loss for people who have this sort of job and flat-out don't do it.
You’re right. There are perverse incentives when doing the job wrong way is reinforced. Maybe rotating caseloads and switching incentives?
Prison is what’s needed. The nature of these jobs (parole officers and CPS caseworkers) is that failure to check up on your charges carries a significant risk that someone will be raped, tortured, or killed as a result of your negligence. Obviously parole and CPS workers can’t be expected to prevent all the tragedies. However, they *can* be expected to refrain from lying about where they’ve visited and when, and whether they followed prescribed procedures during those visits.
EIGHTEEN YEARS this guy was being “supervised” by parole officers, and he was building an ever greater number of backyard enclosures to hold his victims, and now it appears he may also have been burying other victims’ bodies in the next door neighbor’s yard while serving as a caretaker for that property. I fail to understand how even *one* inspection of his property according to prescribed procedures could have failed to detect that soemthing was amiss. Maybe the procedures are what need revision, but I suspect it’s mainly the failure to follow them that explains this bizarre and outrageous story.
