I see your point. I don't really know how far they can go in their pursuits. Perhaps they could design new programs that they would then be in charge of implementing. Their appointment does not have to be approved by Congress, but anything requiring legislation does have to go through Congress.
The problem might be that this Congress will do anything Zero wants, and the bills may be crafted with maximum leeway.

The burden of proof of the problems of overpopulation is on you. We don’t have to prove that there is a “right” population for the earth. You do. And I don’t think you can. Malthus was proven wrong many, many times.

we could give every human being one acre of land with a home upon it, including all the necessary infrastructure to support it, including schools, hospitals, parks, streets, water and power plants etc.
....in Australia alone!
And we'd still have the rest of the planet for agriculture and vacation getaways.
Your information is errant.
This does not even factor in the available data that clearly shows populations of most nations are already in decline and below replacement rates.
The problem with people groups suffering can be directly linked to the tyrants who rule over them, not the number of "uselss eaters" against whom, as you cryptically post "...we have to find ethical ways to stop the rising tide."
Not very subtle by you.
And certainly not very humanitarian.
...oh and yes...certainly not very "polupar" of a notion either.
