I dont believe kidnapping has a statute of limitations in most States. To the best of my knowledge, there is no statute of limitations on murder, kidnapping, or defrauding the IRS.

I am unaware of any statute of limitations on treason either but Ted Kennedy and John Kerry and Jane Fonda and Bill Ayers et al are unlikely to ever be prosecuted.
