We should hold House elections every 6 months and Senate elections every year. Nobody serves more than 2 years and then must take at least 1 year out of politics.
The Congress will get to “run” most of the executive branch and we will have a weak Presidency except when it comes to war. That will leave the CinC free to lead from the front.
