The infrastructure is only partly in place now (and not yet being used) but there is some hope that after the congressional 'Rats are thrown out, hopefully in next year's elections, much if not all of it can repealed if the momentum continues against ObamaCare. Granted, such repeal may have to wait until O is out of office, because he'd be likely to veto it and it would be difficult to override a veto.
