Go to the "My Life My Choices" page and then choose "view source" from your "view" menu. It will tell you the date the page was created and last modified. While the modify date is July 2009, the creation date is 2000. Also, Perlman's bio page on the Dept of Veteran's Affairs site:

So Perlman joined the center in 2000 and was there all through the President Bush's administration. I suggest you read the booklet - it's standard stuff.
