My solution would be to EXPEL all that have behavior issues and not subject normal kids to this craziness. My 16 year old was explaining to my 8 year old (we only send our kids to the HS, the younger ones are home schooled) something about how "you have to be expelled 3 times, then you can't come back to school any more." I don't even ask. It's all too Orwellian and I'm afraid that my head will explode.
