Many days, Jamal King stands at South Vermont Avenue and West 46th Street in South Los Angeles, his muscled arms covered with tattoos flaunting his membership in the Rolling 40s, a drug-running criminal gang.
His former foster father often drives past slowly, wagging his finger.
"I know people look at me and just see a gangbanger," King said. "It's not really who I am. It's just temporary."
But King's hope for a better life is hobbled by more than poverty and his surroundings -- he lacks a birth certificate.

How were these kids enrolled in school?
California seems to be incredibly messed up. My dad worked for Child Welfare in NYC, he was once even in the newspaper because of a baby that was literally found in the trash, my dad got to name the baby. I’m pretty sure they had NYC issue a birth certificate, I mean I’ve never heard of such a problem before.
BTW my dad named the baby Matthew Fulton, he said Matthew means “child of God” and the poor little thing was found on Fulton street.
I dunno, every other Mexican in the US seems to manage to get papers without a real birth certificate so I don’t know what the problem is. Jamal, do whatever they do. Buy an identity.
