bounce 90% of the 536 elected officials out of office immediately.
Impose term limits NOW (6 years for a Congressman, 6 years for a Senator, 6 years for a President. No concurrent terms; 2nd terms allowed as a Congressman ONLY, and only after an interim of 6 years has passed. NO 2nd terms for President or Senator. NO proceeding directly from Congress or the Senate to a Presidential/Veep slot).
The roughly 10% of current officials not bounced? These are the Republicans with the best conservative voting records (Duncan Hunter, Ron Paul, Boehner come to mind) around whom a body of elected officials who believe in and act within the true limits of the Constitution - Strict Constructionists - can fill the elected slots.
If this can't be done peacefully, then tar and feather the whole lot of them. To paraphrase William Buckley, I'd feel safer if the first 500 names in the phone book were in Congress & the Presidency than the current batch of scoundrels.

Might as well add that legislators will not be allowed to exempt themselves from the laws they pass, nor may their raises be automatic and dependent on a “no” vote to prevent.
And that the nation’s budget be managed in the black, recognising a finite amount of money in the hands of gov’t, so that expenditure in one area results in requisite tightening in another, just like any household budget.
