I agree. We all know that the far Left will distort and twist the meaning of every word in order to advance their agenda. This is why they’ve REFUSED to accept any amendments that specifically reject federal funds for abortion and specifically and clearly exclude illegal aliens. They love the ambiguity and lack of clarity - that way they can make of it what they will.
