A number of years ago, Philadelphia’s crime statistics changed drastically from alarming to acceptable. It was learned later, the democrat city managers manipulated the actual numbers into a more soothing level.
No way do I believe LA’s crime figures.
Colombians and Central Americans. Also there is a very large and very poor Black population which may or may not be a contributing factor. The Black population in L.A. is generally more middle class.
