But the troops can be "federalized" overnight and control taken away from the states. That's why you see State Troopers guarding those little black girls during the Arkansas desegregation. The governor called up the Guard, Eisenhower federalized them, leaving the state the next line of defense - State Troopers.
That really makes no sense. It was the state that would NOT let them go to the white school, when the SCOTUS said they had to. The state refused, and therefore, the NG was federalized by the UGGov to protect them so they couldn't be stopped from going to school. Why would the state (in the form of their police) who didn't want them in the school, guard them? That's what the NG was doing.
If anything, the state would've used its police to prevent them from getting INTO the school, and then all hell would've broken loose, with a potential firefight between the federalized NG and the state police. Thankfully, that didn't happen.
