I won't speak for Jeff Chandler but here is how I take his joke:

Democrats: It is the policies of Democrats that lead to these actions.

Wacky: Democrats look at brutality on whites as nothing serious. People that torture whites are guilty of nothing more that wackiness. In fact according to democrats, these kids obviously deserved it. Just look at their race. I think his post illuminate the problem quite well.
