It allows them to be treated, but not treated for free. Bill them. If they don't pay in 30 days bill their nation of origin. If the nation of origin doesn't pay slap a tariff on imports from that country to pay for the expenses related to taking care of their citizens.
Same policy would apply to incarceration. An illegal immigrant from LowerSlavobia commits a crime in the US, LowerSlavobia gets the bill.

You’ll never see a cent. Drive in California where insurance rates for cars is sky high. You get hit, and the guy tells you his name is Jose Gonzalez. Then try finding him later, lol. Guess who pays more insurance while all the Joses pay none, don’t even have driver’s licenses.
