As is generally the case the first concern of government is to prohibit fraud in payments.

That's true irrespective of the program or the amount of money.

This is just one of the reasons the government as an institution should never be used to "stimulate the economy".

Cutting tax rates is far better, works faster, and fraud is between the taxpayer and the highly trained tax auditors who are prepared to deal with it.

Generally, but in the case of the current government, the concern is to keep the fraud in the "family."

Car dealers may think they are sitting at the dinner table, but they are not going to be told anything about the "family business" in any case.

Unless it's FEMA, a natural disaster, and a heavily minority population, then it's free $$$$ for everyone. Four fricking years later, and we're STILL shelling out big bucks for Katrina.
