Personally, if I was one of the House Dems, I'd encourage my colleagues to sit back and let the Blue Dogs negotiate with Obama and pass the thing. It is a clear states rights thing. 2.let’s say you are insuring nice Morman families in Nevada— you are not going to insure “gays” in San Fagsico at the same rates.

To your other point, insurance co's won't be FORCED to sell over state lines but they should be able to if they so desire. More competition...lower costs.

To “sold across state lines” and “tort reform” — both excellent ideas, both vital — I’d add “allow a la carte insurance to be sold”.
In other words: if you don’t want or need pregnancy insurance, podiatry coverage, chiropractic coverage, drug/alcohol abuse coverage, and so forth, you aren’t obligated to buy them.
If all you want is coverage for catastrophic illnesses, and you’re willing to pay the rest out of pocket, you should be able to have that. And you should be HELD to paying it out of pocket.
The way it is now, the psychiatrist, podiatrist, chiropractic, and so forth lobbies have forced state plans to include these (expensive) coverages in EVERY plan, jacking up the price.
that won’t happen. States regulate insurance. They actually set the rates. States will never allow anything but approved policies and rates to be sold in there states. That is in the Constitution. Nothing but removal of the 10th amendment will suffice.
