She could, but why would she, the main house is a nice big house, and since BHO Sr wasn't living at that address, why would she live in the cottage? Before the birth, there would be no advantage at all, and she, Stanley Ann, did not live there more than a few weeks after the birth, if she lived there at all after the birth.
