What is this Polk thing and why does it have listings for both Hawaii and Washington?

I'm an Aussie, I can't answer 'what is this Polk thing' - what I want to know is - why can't we see the full page?

Polk published a directory for every US town and city which showed who lived at each address, what they did for a living and how many were living in each home. I don’t remember how often they published their books. I am sure information could be looked up on the Internet.
