If any version of this bill passes, no matter how truncated, the whole thing will be in place after a couple of years. Bits and pieces of the stuff will be added as amendments to every piece of legislation that gets considered and agencies will regulate parts of it back into the law and courts will “decide” other parts back into it.

Exactly. The entire bill needs to be burnt into a cinder. Somehow I don't see that happening.
