Rahm Emmanuel is “hypermanic”, or is a “hypermaniac”.

Either way, the ranting Donald Duck is an accurate description of the POTUS’ advisor.

Actually, the term here is used correctly.

It means less than fully manic or bipolar. A hypomanic person has many of the characteristics of bipolar but does not become so manic as to have a psychotic episode.
