Factor in the party who runs these crime-ridden hell holes and it's clear the Rats want cycles of "cleansing" through violence since it reduces the ranks of the lower class, creates employment opportunities for union employees related to crime (votes for Rats), and creates an easy to manufacture bogyman oppressor who is always white and Republican. Throw in free, readily available abortion and the Rats have their perfectly balanced poverty / Eugenics death cycle that keeps the votes coming, while thinning their ranks.
